Deployment of Forces

Because of their responsibilities for territorial security, RF and PF units were deployed all over South Vietnam. From cities to the most remote rural areas, the RF and PF were as ubiquitous as the outposts and watchtowers they manned: one company here, one platoon there, sometimes just a few men. The total number of these fixed positions was approximately 9,000, over half of which were in the Mekong Delta. This dispersion of forces created numerous difficulties for the territorial commanders who commanded and controlled them. One of the most challenging problems was how to deploy and use them effectively to meet security requirements.

The deployment of the RF and PF was largely predicated on the local security situation. As a rule, when security improved and governmental control was stabilized in an area, the territorial forces assigned there would be redeployed to a less secure area. This was the working principle of the oil stain which kept spreading as the situation permitted. Guided by this principle, territorial commanders could, depending on the local situation and local manpower, redistribute their forces for the purpose of expanding security by redeployment. They could move a unit from one tactical position to another or from one assigned area to another; they could also transfer responsibilities among forces by turning over secure areas to para-military forces and redeploying RF and PF units to areas where security needed to be consolidated.
